What about a module that fits in a mid-slot allowing you to warp closer to an object, such as 10k for Tech 1, and 5k for Tech 2. That way people have to decide if it's worth gimping their ship for it. - Mat

Why not a Rank 8 navigation skill that knocks off 2500m in minimum distance from a target for which you can warp. That means, at level 5, you can warp to within 2500m of said target. Much better than this 15km jaunt if you don't have instas. - Mat
